Go into the settings area of your iPhone, and click on “General”.
Now click on the “Cellular” settings option, which is usually about the fifth option down, just below the “Siri” settings.
Once you are on the Cellular page, you will see the option to enable your personal hotspot.
Once you have enabled your personal hotspot, your vanished persoal hotspot setting will reappear, or if you were able to see it but it was greyed out, it will now be accessible.

My iPhone Settings menu is different with Cellular and Carrier under Bluetooth. Then, when I go into Cellular and try to “Setup Personnal Hotspot” it says “Call Optus!”
