If you use Gmail, you may have noticed something new in the past day or so. When you logged into Gmail yesterday or today, you may have seen a little notice that said “Make Phone Calls from Gmail”. This is a new feature that Google has added to their ‘Google Voice’ service: making telephone calls, over the Internet, directly from Gmail.
Explains Google:
You can now call any phone in the US and Canada for free and at very low rates internationally. And if you have a Google Voice number you can also receive calls from right within Gmail.
Google Voice lets you manage all your phone communications and seamlessly make and receive calls on any of your existing phones. But what if you don’t have your phone with you? Or what if you’re in a place with poor cell phone reception, or you’re travelling internationally and don’t want to incur expensive roaming charges? Wouldn’t it be great if you could use your computer to make or receive calls?

Starting today you can use Gmail to receive or place Google Voice calls.
Of course, first you have to sign up for Google Voice (which is, at least currently, free).
