Yes, Twitter is down again for some users. Twitter has acknowledged this and are looking into the problem to fix the issue as soon as possible. A posting on a Twitter website said: “Users may be experiencing issues accessing Twitter. Our engineers are currently working to resolve the issue.”
Just last month Twitter was dealing with a “cascading bug” that caused Twitter to be randomly unavailable to users throughout the day.

Update 11:16amPST: It appears that Twitter service is slowly coming back to those who were affected by the outage.
Update 12:15pmPST: Twitter reports that the issue is now completely resolved.
