Talk about unintended consequences! As the number of people subscribing to the print version of newspapers has plummeted, owing to how many people now read their news online, from smartphones, tablets, and their computer, animal shelters and animal control agencies are finding themselves without enough newspaper for their dogs, and especially unhousetrained puppies, to poop on.
