He doesn't say they "WON'T". They'll pay to get the laws changed, like they've done so far, so that it will be easier for them to catch the dirty little copiers and make them pay for everything they have a copy of. They rob, cheat and steal from musicians all the time so why do you assume they won't do the same to anyone else? They apparently aren't smart enough to come up with a better business plan than taking everyone to court for outrageous amounts of money.
