		<description>Even though gang members can meet outside of their territory, officials would be able to know if several of them are in the same location at the same time.

Perhaps the GPS monitoring can be the most effective at stopping gang activity, considering the available resources.

If a gun was used in the crime, a 200-pound steel ball should also be attached to one or both of the convicted's ankles, with a 6" chain. Or perhaps attached to their neck...</description>
